I actually wrote a twitter xmpp gateway with pretty much all the stuff you have here that does exactly this including oauth and multi user if anyone is looking for a more in depth example.

Give Blather a look for XMPP in ruby. The DSL it has would shrink your code and make it a bit easier to read.
